Clarification on Stepping up of Pay


Clarification on Stepping up of Pay at par with Juniors:

In the issue of Stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006, Kendriya Vidyalaya Sangathan has clarified that stepping up the basic pay
Stepping up the basic pay of seniors under the above provision can be claimed only in the case of those cadres which have an element of direct recruitment and In cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basis pay of the seniors will be stepped up with reference to the basic pay of the junior.

Subject: Stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006
Sir,
     This is regarding stepping of pay of promotee senior with reference to direct recruited junior appointed after 01.01.2006.
1.   The issue was examined in this office and referred toMinistry of HRD for clarification. Ministry of HRD vide letter No.F.3-43/2008/UT.2 dated 20th March 2009 has clarified that the stepping up of pay of the promotee senior with direct recruited junior appointed on or after 01.01.2006 may be agreed to subject to fulfillment of the following conditions:
(a) Stepping up the basic pay of seniors under the above provision can be claimed only in the case of those cadres which have an element of direct recruitment and In cases where a directly recruited junior is actually drawing more basic pay than the seniors. In such cases, the basis pay ofthe seniors will be stepped up with reference to the basic pay of the junior.
(b) Using the above provision, Government servants cannot claim stepping up their revised basic pay with reference to entry pay in the revised pay structure for direct recruitsappointed on or after 1.1.2006 as laid down in Section II of Part A of First Schedule to the CCS (RP) Rules, 2008, if their cadre does not have an element of direct recruitment, or in cases were no junior is drawing basic pay higher than them.
(C) Stepping up of pay of the seniors in accordance with the above provision shall not be applicable in cases where directrecruits have been granted advance increments at the time ofrecruitment.
The issues prevailing in the region may be decided as per above clarifications.

Tax Returns-Excemption


EXEMPTION OF SALARIED EMPLOYEES FROM REQUIREMENT OF FILING OF RETURNS FOR ASSESSMENT YEAR 2012-13

              Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-

• Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.

• The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).

• The Employee has reported his PAN to the employer.

• Employee has reported his income from interest on savings bank account to employer.

• Employee has received Form 16 from his employer.

• Total Tax Liability of employee has been paid off by employer by way of TDS and employer has deposited TDS with central government.

• Employee has no refund claim.

• Employee has received salary only from one employer.

• Employee has not received any Notice from Income Tax Department for filing of Income Tax return.

        Department of Personnel & Training has come up with detailed guidelines to check the delay in grant of sanction of Prosecution by the competent authorities in various Ministries and Departments.

It is noticed that the Divisional Administration is planned to convene a meeting of all SPMs and staff on 15-07-2012 (Sunday) at Ottapalam Head Post Office from 10 AM. It is also learnt that a Business review meeting with SPMs is also arranged in this occasion.

In this connection, we wish to register our vehement protest against the decision of the Divisional Administration as the action is a mere violation of the agreement reached with the Service Unions by the DG Posts, during the recent strike settlements.

It is therefore, requested that the meeting proposed may be deferred and arranged on week days at different locations in our Division.

POST BANK INDIA


Post office bank proposal awaits RBI nod

Dear Comrades,

Chennai, July 9 (IANS) The government is awaiting the Reserve Bank 
of India's nod on a proposal to spin off the savings account operations
 of post offices into a bank, Sachin Pilot, union minister of state for 
communications and information technology, said Monday.


Pilot also said the government is drawing up a plan to revive the 
loss-making Bharat Sanchar Nigam Ltd (BSNL) and will soon roll 
out a new policy on electronics hardware manufacturing.

"We are waiting for a reply from RBI on our proposal to float post office 
bank," Pilot told reporters here.The government, however, does not
 have any plans to spin off the postal life insurance business into a 
separate company. "The postal life insurance is doing well in providing 
affordable policy for rural people," he added.

Pilot was in the city to inaugurate a new research and development 
(R&D) facility of Alcatel Lucent India.Asked about the turnaround 
plans for BSNL, he said: "We are drawing up the plan. Some circles are
 now earning profit. We are looking at BSNL floating joint ventures to 
use its assets in an efficient way."On the proposed electronics policy, 
he said the Indian electronics (mobile phones, consumer durables and 
others) market is around $45 billion now and expected to grow to
 around $400 billion in 10 years time.Pilot said the government is planning
 to stipulate certain percentage of components to be locally sourced, 
but declined to specify any number.

He said the merging of IT and telecom is creating a new opportunity 
for India and the focus of the government is on boosting the electronics 
manufacturing in a major way.About the IT industry, Pilot said the sector 
is expected to grow 17 percent next year and the target is $300 billion 
by 2020 from the current $100 billion.

He urged the domestic IT companies to diversify their exports rather
 than focusing just the US market.

Referring to the rural connectivity plans, Pilot said the centre has
written to all the states to provide right of way free of cost for
laying the optic fibre connecting villages across the country.

STEEPEST FALL IN POSTAL DEPT’S DEFICIT IN 10 YEARS


Mirroring signs of revival, the Department of Posts (DoP) has registered the highest decline in deficit in more than 10 years at Rs 550.73 crore in 2011-12 on the back of increase in revenues, mainly from financial services.
            Total revenues of the department in 2011-12 rose by 13.62 per cent to Rs 7,910.51 crore while expenditure stood at Rs 13,705.4 crore, leaving a deficit of Rs 5,794.89 crore.
            In the previous fiscal, DoP had revenues of Rs  6,962.33 crore and expenditure of Rs 13,307.95 crore, reflecting a gap of Rs 6,345.62 crore.
            DoP's deficit had jumped over 80 per cent to 6,641.30 crore in 2009-10 from 3,593.09 crore in 2008-09 due to implementation of the Sixth Pay Commission's recommendations.
            “In the last one year we have developed an integrated strategy to make India Post, commercially and socially relevant. The financial performance of the last year indicates that we have succeeded to an extent. But a lot more need to be done,” Minister for Communications and IT Kapil Sibal told the news agency.
According to the Financial Performance report prepared by Department of Posts for 2011-2012, revenues from financial services grew by 20.8 per cent at Rs 4,304.07 crore in 2011-12 compared to Rs 3,562.77 crore in FY'11.
            Revenue from postal operations grew by 6.08 per cent to Rs 3,606.44 crore in 2011-12 from Rs 3,399.56 crore it registered in FY'11.
            Sibal said that he is expecting revenue of DoP to grow by 20 per cent in the current financial year.
            “This financial year we are targeting revenue increase of plus 20 per cent. I am happy that India Post is moving in the right direction. Now we need to increase our speed,” he said.
            DoP has appointed Boston Consulting Group to prepare an appropriate business structure for the emerging and premium services of India Post.
            The postal department has floated expression of interest to appoint a consultant for preparing detailed project report (DPR) of its ambitious Post Bank projects and this report is expected to be finalised by end of this calendar year.
            “The Post Bank project will rejuvenate financial services offered through post offices,” Sibal said.DoP has already announced to set-up 1000 ATMs across country as part of its financial services.
            Sibal has also asked DoP introduce premium logistics services in select 80 to 90 cities within six months to tap the expanding e-commerce market in the country and enhance its revenue by 15 per cent.

Send money order from your mobile


MONEY ORDER SERVICE THROUGH MOBILE PHONES - NEWS

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones.

"The Department has signed an agreement with BSNL for providing money remittance through mobile phones," Department of Posts (DoP) said in an official statement today.

As per the pact, BSNL has been provided with the requirements of DoP for development of the software.

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012.

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said.

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred.

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.
