Sub: -  Inclusion of Gramin Dak Sevaks of Department of Posts under the purview of the proposed Seventh Pay Commission – regarding.

With due respect and regards, we put forth the following for your kind consideration and favourable decision please.

In the Department of Posts, the 50% of the total work force are called as Gramin Dak Sevaks and they are continuously being discriminated by separate committees formed for the consideration of their wages and service conditions.

The Supreme Court of India declared that these Gramin Dak Sevaks are holder of civil posts and it is a well settled law. Despite the judgment, the same civil servant status has not been accorded yet to them except a part in case of disciplinary proceedings.

The Fourth Central Pay Commission categorically emphasized that, the GDS issues shall be brought under the purview of Pay Commissions. But still separate committees are constituted.

The last committee constituted at the time of Sixth Central Pay Commission caused clear injustice to these employees and they are deprived all the service benefits at par with civil servants even though the law of the land declared and settled them as the holder of the civil posts.

Under these circumstances, we most humbly request the Hon’ble Prime Minister of India to consider our request and cause orders to include the GDS of the Department of Posts under the terms of reference of the Seventh Central Pay Commission.

FLASH NEWS

7th CENTRAL PAY COMMISSION
ANNOUNCED BY THE GOVERNMENT

Central Government today announced the constitution of the 7th CPC. Confederation of Central Government Employees and workers alongwith NFPE has been demanding appointment of 7th CPC right from 2011 onwards. We have conducted continuous agitational programmes including Parliament March and also one day nationwide strike on 12thDecember 2012. After 12th December Strike we have decided to go for indefinite strike and strike ballot is also announced. We congratulate the entire Central Government employees who rallied behind Confederation. Confederation is the only organization which has conducted serious agitation demanding constitution of 7th CPC.

Government has not yet announced the Chairman, Committee members etc of the 7th CPC and also terms of reference. Further our demand for merger of DA, giving effect from 01.01.2011, inclusion of three lakhs Gramin Dak Sevaks under the purview of 7th CPC, granting DA merger to GDS and settlement of other demands in the 15 points Charter of Demands are also pending. Before announcing the terms of reference of 7th CPC. If Government is not ready to accept our above demands, Confederation National Executive will meet shortly and shall decide for further course of action.

ANNOUNCEMENT OF 7TH CPC IS ONE STEP FORWARD AND IT IS THE VICTORY OF THE WORKERS WHO FOUGHT FOR IT.

36/13:  Grant of request transfers-reg

 Several request transfers of officials are pending due to the unhelpful attitude of the Administration, for long. Now, the Regional PMG, Calicut has assured that such requests can be considered and orders can be issued favourably Vide PMG, Calicut  No. SR/10 Dlgs/09 dated 19-08-2013. In view of this, it is requested to take suitable action to consider all pending requests and orders may be issued early.

37/13: Convene DRAC of rented buildings-reg

             When taken up the case pending rent assessment cases for discussion with PMG< Calicut, it is assured that all pending cases will be settled early Vide PMG, Calicut  No. SR/10 Dlgs/09 dated 19-08-2013.In view of this, action may be taken to fix all pending building cases.

            38/13: Vacancy in Clerical cadre-filing up reg-reg
           
            The vacancy position of our Division in clerical cadre is alarming and around 20 posts are vacant as on date. It is known that action is to be initiated now itself to fill up all these posts. The position may be verified and actual position may be intimated.


39/13: Supply Currency Counting Machine -reg
It is requested that action may please be taken to supply Currency Counting Machine to all MDGs as manual counting is time consuming. One machine to Mannakad may be supplied early. Also request that necessary training for detecting fake notes may be imparted to staff especially to Treasures and those working in counters as more reports of fake notes are coming from offices in our Division.

40/13 : Supply Computer Chairs to HO-reg

At least 4 Computer chairs to Counter and 4 Chairs to Supervisors may be supplied to Ottapalam HO as there is acute shortage of chairs.

41/13 : Repair to UPS, Kuttanad SO-reg

It is reported that the UPS available at Kuttanad SO is faulty and not getting back up support even for a single minute when power failure. It is further reported that only one battery is dead and hence the whole circuit is broken. The CPU is also faulty and the staff are very much disappointed. Action may please be taken to rectify the defects, early

34/13: Inordinate delay in processing welfare applications-reg.
           
            It is reported that welfare applications received from staff are badly delayed in processing at Sub Division units, especially in Mannarkkad Sub Dn. Applications submitted by Karuppan, GDS BPM, Karkitamkunnu and Smt. Laila Francis GDS BPM Kulakkattukurssi, last year are the best examples for the mismanagement. Immediate action may be taken to process all pending claims and forwarded to RO, with suitable explanation for the unnecessary delay.

35/ 13 : Filling up of Postman/MTS vacancies-reg

                        It is noticed 16 Postmen and 11 MTS posts are vacant and only 4 Vacancies in Postman and One in MTS are being declared for filling up during this year. The reason for non- filling up of the remaining 22 posts may be explained.

            36/13: Heavy pending of RPLI Incentive Bills-reg

                        It is reported that Incentive bills for the last year are also not sanctioned yet and the Agents are agitated. Action may be taken to sanction all pending bills without further delay.

            37/13: In ordinate delay in creating additional GDSMD post at SG Press-reg

                        This is an item pending for more than one year. It is requested that action may please be taken to create the additional post, early.
  
            38/13: Incentive for GDS SVs for sale of Stamps-reg

                        Vide GD Posts No. 48-1/87-PMR dated 10-12-1987 and 03-05-1989, the GDSVs are eligible for incentive for the sale of stamps, including postage franked over and above their daily average prescribed in connection with their TRCA. It is reported that the same has been stopped without any reason in our Division. The incentive may be resumed.

            39/13: Inordinate delay in declaring result of Certificate verification-reg

                        It is noticed that the Certificate verification of candidates applied for the selection to the post of GDS BPM, Malmalkavu has been made by the SPOs, Ottapalam during 3 months ago and the appointment is still pending. The reason for the delay may be intimated.

            40/13: Revision of allowance-Case of GDSMD, Ummanezhi-reg

                        Action may be taken to examine revision of allowance of the GDSMD, Ummanezhi, who is drawing minimum allowance, due to transfer.

            41/13: Exchange of mails by GDS BPMs at Road point-reg

                        This is an item discussed earlier under No. 24/12. As the Combined Duty Allowance @ Rs. 250/- is eligible to the BPMs attending mail exchange at Road point/ Bus station, there is no justification to deny this allowance. Hence, it is requested to sanction the same immediately with retrospective effect.

            42/ 13: Revision of mazdoor charges –reg

                        For exchanging mails, beyond working hours with MMS, a nominal mazdoor charges of Rs. 24/- is being paid for the last 2 years. Since the arrangement was made on a temporary measure and till date no permanent arrangements are made by the Department, it is requested to review the whole arrangement in the Division and take action to exempt the staff compelling to perform duty beyond working hours on regular basis. Till then, the mazdoor charges may be revised

            43/ 13 : Revision of mail arrangement at Kumaranallur-reg

                        In connection with the revision of mail arrangement, some practical difficulties and hasty attitude of the Dnl. Administration are brought to the notice vide our letter No. PIII/PIV/GDS/Genl/2013 dated 27-06-2013. No reply has been received so far, which is quite unhealthy. The position may be explained.

            44/13: Vindictive action of the Dnl. Administration towards staff-reg


                        While processing personnel claims like TA, ROHSC, CEA etc.the Divisional Administration is taking hurtful steps towards staff. Recently, disciplinary action is initiated by the Dnl. Administration against officials alleging bogus claims in CEA and that allegation is quite unjustified and far from the real facts. Such unkind practices may be avoided.

GDS Bonus Ceiling enhanced to Rs. 3500/-

FLASH NEWS .... !!!!

GDS bonus ceiling for Rs.3500- has been approved by the Cabinet today. The bonus is sanctioned with prospective effect i.e., from this year itself.

The Government on recognition of the serious economic crisis that engulfed the Indian economy has decided to abide by the IMF prescription of imposing austerity measures.  They have now imposed a total ban on recruitment, Creation of Posts and abolition of the posts which lie vacant for more than a year and such other anti-people measures.  We should react to this wanton attack immediately and the Secretariat has decided to call uypon all the affiliates and State Committees to organise a massive demonstration on 25th September, 2013. At all work places and at all important centres.

MAKE CAMPAIGN PROGRAMME BY CHQ LEADERS A GRAND SUCCESS

The available members of the Confederation National Secretariat met at New Delhi on 19.9.2013 to review the preparation made for the strike Ballot campaign, which is, scheduled to be organised on 25th, 26th and 27th September, 2013.  The meeting took note of the fact that certain states and some organisations have not yet initiated steps to conduct the programme with full participation of the members.  It was also reported at the meeting that some of the affiliates have practical problem in adhering to the dates and the house was of the unanimous opinion that the date might be deferred.  Accordingly the dates for strike ballot have now been shifted to 11th, 12th and 13th November, 2013 (Monday, Tuesday and Wednesday) and the Confederation National Secretariat members will undertake intensive campaign programmes to mobilise the rank and file of the membership.  The names of Comrades who are deployed to various States are indicated in the list enclosed.  The State Secretaries and the affiliated organisations are requested to get in touch with the concerned Secretariat members to fix up the dates.  The National Secretariat will meet at Mumbai on 15th November, 2013 to review the strike ballot campaign programme and chalk out future course of action.

DA Increase

RELEASE OF ADDITIONAL INSTALLMENT OF DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES AND DEARNESS RELIEF TO PENSIONERS, DUE FROM 1.7.2013

            The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.

            Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

            The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

Dearness Allowance: Base Formula may going to be changed

DA FORMULA MAY GOING TO BE CHANGED 


New series of Consumer Price Index (Base for calculation of D.A) under preparation:

Ministry of Labour and Employment, Government of India has decided to prepare a new series ofConsumer Price Index for Industrial Workers. 

For this purpose, Government has set up a Standing Tripartite Committee (STC) to advise the Government on issues pertaining to the Consumer Price Index for Industrial Workers (New Series).

The STC will go into details of various parameters that are taken into consideration for updation of the base year such as the weighting diagram, consumption basket, selection of centres, sample size of establishments for price collection etc.

Government has no specific information about the skilled/semi-skilled worker outsourced by the Central Government /State Governments through contractors not being paid as per the CPI. 

However, the Contract Labour Act, 1970 inter-alia, contains provisions for payment of wages to these category of workers. 

The contract workers are also entitled to receive minimum wages as notified by the appropriate Governments from time to time.

This information was given by Minister of State for Labour & Employment Shri Kodikunnil Suresh in the Lok Sabha today in reply to a written question.
